Village committees drive Penampang development plan

PENAMPANG: August 9, 2026 – Village Development and Security Committees (JKKK) are playing a pivotal role as drivers of the Penampang Development Master Plan 2024-2035, ensuring that development agendas are implemented at the grassroots level.

Deputy Chief Minister III, Datuk Ewon Benedick, said cooperation from all parties, particularly JKKK chairpersons, is essential to ensure each village’s development needs are addressed.

He noted that various development projects have been and are being implemented in Penampang over the past three years, including flood mitigation projects, pipe installation, and water supply distribution from the Kampung Madsiang Station to SMK Kipouvo.

Completed projects include the construction of the Timpango Babagon Bridge and the Special Native Land Measurement Programme (PANTAS) in Kampung Togudon.

“We are also planning to expand the PANTAS programme to several other villages, particularly in areas with steep terrain.

“Additionally, the upgrade project for Tamu Donggongon, which was previously delayed, is now nearing completion and is expected to be fully operational this year,” he said during the presentation of appointment letters to JKKK chairpersons for the Penampang parliamentary constituency, covering the Moyog and Kapayan state constituencies, held at the Kampung Pagansakan Inobong community hall on Friday.

Ewon, who also serves as Sabah’s Minister of Industrial Development, Entrepreneurship and Transport, announced that administrative grants of RM2,000 would be allocated to each JKKK body in the Penampang parliamentary constituency to facilitate administrative matters and village activities.

He also highlighted that repair works to the Kampung Pagansakan Inobong community hall, which sustained damage from flooding, are being addressed.

“With the completion of these repairs, I hope more villagers will be able to use this hall for various community activities,” he said.

He emphasised that the success of the Penampang Development Master Plan 2024-2035 requires comprehensive cooperation between elected representatives, local authorities, JKKK leadership, and the community to ensure development is implemented based on local needs.

At the ceremony, 75 JKKK chairpersons received their appointment letters – 60 for the Moyog state constituency and 15 for the Kapayan state constituency.

Also present were Assistant Minister to the Chief Minister, Datuk Ceasar Mandela Malakun; Sabah Ports Board Chairman and Moyog assemblyman, Datuk Donald Peter Mojuntin; Penampang Municipal Council President, Noemi Dyena John Tren; and local community leaders.
