PUTRAJAYA: September 22, 2026 – The Education Ministry (MOE) has dropped the minimum 30 percent Bumiputera equity ownership requirement for private limited companies operating private education institutions (IPS) under the ministry.
In a media statement on September 21, MOE said the decision was made after discussions with the Ministry of Investment, Trade and Industry (MITI) on the Bumiputera equity ownership requirement for certain IPS.
“Following discussions between the two ministries, the requirement will no longer be imposed on Sdn Bhd companies operating IPS under MOE,” the statement said.
Previously, the requirement for at least 30 per cent Bumiputera equity ownership was stated in the Private Education Institutions Policy Statement Book published in 2006.
MOE said the adjustment took into account the current needs of the education sector. The move also ensures opportunities for participation in the sector remain open to those who wish to contribute to the development of the country’s education.
“The adjustment also involves existing policies to ensure regulatory requirements for the private education sector remain relevant to current developments,” the statement said.
MOE expressed its appreciation to all IPS operators for their contributions to the education sector.
“MOE is committed to continuing to work with all parties to ensure the education interests of Malaysian children continue to be given attention,” the ministry stressed.
