PUTRAJAYA: August 5, 2026 – The Public Service Department (JPA) has opened applications for the B40 Bursary Programme (DB40) Year 2026 for eligible Sijil Pelajaran Malaysia (SPM) 2025 leavers from B40 families, starting from 3 August to 16 August, through the JPA Sponsorship Portal.
The programme is a government initiative to expand higher education access to low‑income students through bursary‑type sponsorship, enabling them to pursue diploma‑level studies at local higher education institutions (IPT).
Through this programme, students have the opportunity to pursue diploma studies at Public Universities (UA), Polytechnics, TVET MARA, and selected Public Skills Training Institutions (ILKA) in strategic fields that support the nation’s human capital development.
Among the fields of study eligible for application are Engineering and Technology, Technical and Vocational Education and Training (TVET), Social Sciences and Humanities, Sciences, and Architecture.
According to JPA in a media statement today, the programme is a government initiative to expand higher education access to students from low‑income families through bursary‑type sponsorship.
To be eligible, applicants must be Malaysian citizens, have sat for the SPM 2025 examination for the first time, be under 19 years of age or under 20 years for transfer students as at 31 December of the examination year, be free from chronic or infectious diseases that could affect their studies, and have a family per capita income within the B40 category, i.e. RM5,249 per month and below.
JPA also reminded parents and applicants not to be blacklisted or currently facing any JPA legal action, while blacklist status checks can be made through the eSILA system until 12 August 2026.
