KUALA LUMPUR: Oct 5, 2026 — The claim for at least 35 per cent of Dewan Rakyat seats for the Borneo bloc is being brought to preliminary discussions between the Federal Government and the Election Commission (EC).
Minister in the Prime Minister’s Department (Sabah and Sarawak) Datuk Mustapha Sakmud said a special committee under the Technical Committee of the Malaysia Agreement 1963 Implementation Action Council (MTPMA63) was proposed to be set up to detail the method of implementing the claim.
He said the initial proposal was for the special committee to be co-chaired by him and Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Azalina Othman.
“I have held preliminary discussions with the EC to get various inputs and determine what action needs to be taken next. However, this is only a preliminary discussion,” he said when replying to a supplementary question from Datuk Willie Mongin (GPS-Puncak Borneo) on the claim for at least 35 per cent of Dewan Rakyat seats for the Borneo bloc in Parliament, on Monday.
Mustapha said the claim had been discussed at the MTPMA63 meeting, the Technical Committee and the Cabinet meeting.
He added that the Sabah and Sarawak Affairs Division (BHESS) began formal engagement with the EC on Sept 22 to assess the proper legislative process.
