ESSCOM Beluran records enforcement action, seizures worth RM407,644.69

BELURAN: Oct 1, 2026 – The Beluran District Integrated Operation on Sept 28 and 29 recorded enforcement action and seizures valued at RM407,644.69. Inspections involved 70 business premises and 170 vehicles.

The operation, coordinated by the Eastern Sabah Security Command (ESSCOM), involved 184 officers and personnel from security forces, including Federal, State and local authority departments and agencies.

Enforcement action was valued at RM293,450.16, covering compounds, summonses, arrears and action under the respective agencies’ laws. Seizures of untaxed cigarettes and liquor were estimated at RM114,194.53, including duties.

The Sabah Labour Department (JTK) issued six compounds worth RM159,000, four compliance notices and orders to pay arrears amounting to RM48,100.16. Total enforcement by JTK Sabah was RM207,100.16, involving offences under Sections 18, 58, 103 and 104 of the Sabah Labour Ordinance (Chapter 67).

The Companies Commission of Malaysia (SSM) issued six compounds totalling RM30,000 and seven compliance notices. The Employees Provident Fund (KWSP) inspected 14 employers, issued five inspection notices and identified five cases for further investigation under Sections 41(1) and 43(2) of the EPF Act 1991.

The Road Transport Department (JPJ) inspected 170 vehicles and issued 37 summonses amounting to RM6,250. The Beluran District Council issued two compounds of RM100 against business premises for failing to manage rubbish.

The enforcement team identified three locations suspected to be storage sites for untaxed cigarettes and liquor. The seizures were carried out under the Customs Act 1967. All seized items were taken to the Sandakan Customs Office for further investigation.

The Malaysian Immigration Department (JIM) inspected 56 individuals, with no immigration offences detected. The National Registration Department (JPN) found that documents presented by 15 individuals inspected were genuine and valid.

The operation also involved the Royal Malaysia Police (PDRM), the 20th Battalion of the General Operations Force (PGA) Beluran, the Malaysian Armed Forces (ATM), JIM, the Royal Malaysian Customs Department (JKDM), JPJ, the Ministry of Domestic Trade and Cost of Living (KPDN), the Malaysian Civil Defence Force (APM), JPN, SSM, JTK, KWSP, Beluran District Council and Telupid District Council.

The integrated operation strengthens enforcement in the Eastern Sabah Security Zone (ESS Zone), including combating smuggling, misappropriation of controlled and subsidised goods, untaxed goods and the presence of illegal immigrants (PATI).
