Sluggish Bureaucracy Root Cause of Corruption, Sabah Introduces OBI Formula

KOTA KINABALU: Oct 6, 2026 — The Sabah government has warned that irregular and sluggish bureaucracy is a major cause of the spread of corruption in the state. Sabah Chief Minister Yang Amat Berhormat Datuk Seri Panglima Haji Hajiji bin Haji Noor announced a new formula, Aspirasi Outcome-Based Integrity (OBI), to build an administration ecosystem free of graft.

He said OBI aims to ensure that every state development allocation does not lose value or leak before reaching the people.

“Irregular bureaucracy is the most fertile breeding ground for corruption. Every ringgit of public funds spent must deliver maximum value directly to the people,” he said.

Hajiji said this when officiating the opening of the Integrity, Governance and Anti-Corruption Convention (KITA) 2026, which gathered more than 2,500 participants at the Sabah International Convention Centre (SICC) today.

He added that OBI outcome measures will be officially enforced as part of the annual Key Performance Indicators (KPI) of all department heads and the leadership of state government-owned companies.

The implementation of the strict controls will also serve as a strategic driver of the Sabah Maju Jaya (SMJ) 2.0 Roadmap Development Plan for the 2026 to 2030 period.

To strengthen the administration’s digital control system, state government agencies have developed several smart complaint applications, including i-Adu, i-DIMSS and i-STANS.

Sabah’s administrative management focus is also being strengthened through the placement of 10 Certified Integrity Officers (CeIO) who head Integrity Units in each state ministry.
